Improving Private Sector Competitiveness

Tasdeer Programme announces the launch of a new grant window for Palestinian businesses, aimed at promoting Export Growth and Strengthening domestic production providing alternative options to imported products, which will ultimately lead to improving private sector competitiveness both locally and globally.

Tasdeer will open a one-month (16 July 2026 – 16 August 2026) application window inviting eligible applicants to submit proposals.

Who Can Apply?

This opportunity is open to:

  • Palestinian-registered firms and cooperatives (including East Jerusalem and Area C, if Palestinian-owned).

Application Process

  1. Submit Your Growth Concept by August 16. This is the first step to be considered for Tasdeer’s support.
  2. Eligibility Review: Applications will be screened against set criteria.
  3. Growth Plan Development: Eligible firms will work with Tasdeer’s team to develop a tailored Growth Plan.
  4. Grant Award: a grant agreement will be signed with selected companies, and the agreement will specify the activities that will be implemented with cost sharing from Tasdeer.

PROGRAM OBJECTIVES

Objective 1: Export Growth

  • Under this strategic objective, we will target export-ready companies across all productive sectors. While we will primarily focus on active exporters, exceptions may be granted to companies who produce export-ready products with strong presence in the domestic market. Support will focus on enabling entry into new markets and/or the development or adaptation of products tailored to identified markets. Priority may be given to companies with clearly defined target markets. Where relevant, interventions may be bundled to support groups of firms or institutional-led applications with shared needs.

Objective 2: Domestic Product Growth Targeting Imports ​

  • Under this strategic objective, we will support firms in developing or upgrading products aligned with the Palestinian Authority’s strategy to strengthen domestic production and reduce reliance on imports. While open to all sectors, assistance will be provided to companies that can clearly demonstrate, based on evidence, that their product has real potential to capture local market share from imported products and address market gaps benchmarked against products that are currently imported from other markets.

Grant Cost-sharing Mechanism: Depending on the applicant's evaluation, activity risk level, firm’s location, Gender and Social Inclusion (GESI) consideration, Tasdeer may fund between 30% and 70% of the total grant costs and grantees will be responsible for covering remaining costs. Proposed interventions in the application are divided into two sections: Section 1: Technical Assistance, & Section 2: Machines and Production Lines. You can complete either sections or both.

Section 1: Technical Assistance

We will support Palestinian businesses through a range of technical assistance activities designed to strengthen competitiveness and accelerate growth. Support may include product development, marketing campaigns, capacity building, knowledge transfer, B2B meetings, trade show participation, certifications, market research, and other interventions.

Section 2: Upgrading Production Lines through Zero Interest Financing  

We will support Palestinian manufacturers to upgrade their production lines, improve efficiency, reduce production costs, enhance product quality and consistency, and increase production capacity through access to zero-interest loans provided by selected Financial Institutions (FIs). Tasdeer will partner with Palestinian Financing Institutions to facilitate access to financing to purchase production lines, machines and equipment. Tasdeer will share the financing risk by covering Interest Rate Costs up to 4 years for approved machinery and production lines, subject to loan approval.   

Eligibility Criteria:

1- Applicants Must be first-time beneficiaries and have not previously received a grant from Tasdeer.

Exceptions may be considered on a case-by-case basis for strategic investments under Objective 2, particularly those who focus on replacing specific imported products with potential to capture higher market share.

2- Applicants must be registered with either MoNE, MIND or any other official body operating in West Bank. Businesses operating in area C and/or East Jerusalem must also be officially registered and are encouraged to apply.

3- Applicants must be established and operational for at least three years.

4- Applicants should be operating in the industrial, agricultural, or manufacturing sectors that demonstrate the ability to scale up based on domestic production growth strategy and/or growth in global markets (alcohol, tobacco, recreation, restaurants, and pure trade businesses are excluded).

5- Applicants must provide the audited balance sheets for the last three years.

6- Individual company applicants must have generated annual sales of at least $200,000 in any one of the last three years, while $50,000 for cooperatives.

7- Applicants must target either export market growth opportunities and/or domestic products that contribute to increasing local production and reducing reliance on imports.

8- Applicants requesting equipment and production lines must consent to working with selected Financial Institution (FI). Applicants must be willing to implement activities to comply with Tasdeer’s environmental, safeguarding, and GESI requirements.

Important Considerations:

  • Applicants must present a clear growth concept through the online application, with market opportunity assessment or basic GAP analysis that includes clear activities in order to be given stronger consideration, and realistic budgets that can be implemented in accordance with Tasdeer program timeframe of 8-10 months.
  • Applicants must be responsive, willing to undergo an assessment either through Tasdeer team or the relevant selected Finance Institution (FI), actively engage with Tasdeer team, and be ready to immediately invest in the implementation of their growth plan.
  • Applications from women-owned and women-led enterprises, youth-led enterprises, persons with disabilities (PWDs), and enterprises operating in or benefiting residents of marginalised areas, cooperatives, and other relevant enterprises that demonstrate a strong commitment to gender equality and social inclusion (GESI), are encouraged, particularly where they contribute to export development, import substitution, value chain strengthening, and the development of market-responsive, high-value production systems.
